KUZICHKIN, S.H. ZINNUROV, A.A. KOVALSKY, The article considers the option of multiple organizations access to radio resource allocation satellite transponder with DAMA based backup . The vastness of the service areas and, consequently, the subscriber base relay satellites , on the one hand, and the limitations of their fundamental frequency energy resources (radio resource) , on the other hand, require operative radio resource reallocation between active and passive radio directions to improve the efficiency of its use. The problems of rapid distribution (backup) repeater satellite radio resource in the form of a nonlinear programming problem and its solution is an example of unsteady flow at service posts , formed by a group of voice subscribers. As a model of unsteady flow of messages generated by voice subscribers, taking into account the suppression of signal pauses modulated Markov process and its special case – interrupted Poisson process are used. The essence of the proposed control method is flexible connecting of additional reserve at the entrance of the earth station of a certain threshold when the queue obtains messages.
