GENERAL PRINCIPLES OF CONFORMITY ASSESSMENT WITH REGARD METROLOGICAL TRACEABILITY AND UNCERTAINTY OF MEASUREMENT

All the kinds (levels) of radiation assessment including their sequence are reviewed. It is shown that the assessment of radiation risk whose values underlie guarantee of radiation safety is fulfi lled using unequal model and is characterized by the integral error exceeding 100 %. Regulation of radiation risk seems questionable because of the weighty role of public opinion on the values of acceptable risk and impossibility of regulation of the risk analyzing procedure in view of many factors. Radiation dose assessment whose value is standardized as the optimal criterion of radiation safety guarantee is fulfi lled by the estimation. Complexity of the calculation algorithm leads to the considerable result uncertainty. Environmental radiation assessment is the most important level among another ones; it is the only level which deals with direct measurements of radiation parameters and interpretation of measuring results what ensures exactness of radiation assessment of any level. Up-to-date metrological conception of radiation control and assessment as well as
specifi c problems of the analytical cycle in environmental radiation assessment are reviewed. Some examples are given to show methodical and metrological complexities of radiation assessment within severely contaminated areas. Need in estimation of integral uncertainty as the totality of uncertainties of various origin which accompany every assessment stage is proved. Such an estimation is carried out by the example of radiation assessment of Moscow soils from diff erent landscape zones.
